房產預售(房產預售許可證條件)

我不是經濟學家,也不是房地產專家。下面只是膚淺的想法,歡迎交流。
從許公子這個案子,我想有幾個想法:
1、房產預售制怎么來的?
不管哪行哪業,都是先做好產品,然后買產品掙錢吧?
比如,最簡單的事,菜市場買菜,先問價錢或者不問價錢,稱好了,算好了,付了錢,才能把菜拿走。
生活當中,不管買什么,都是一手交貨,一手交錢,對吧,這是常識。
哪為什么房子這個上百萬,幾百萬,甚至上千萬的物品,房子還沒有造好,甚至只是建了個門,就要購房者先交錢,還要先交一部分現金,然后每個月還要還貸款呢?
房產可是比菜、比衣服、比油鹽醬醋貴得不知道多少了?
怎么可以先交錢再拿貨呢?
那么當初設置這個違反生活常識的房產預售制,誰提議的呢?
有人說當初設置的時候,要有銀行監督,專款專用。
那么銀行起到監督作用了嗎?顯然沒有。
那銀行在許公子這個案子中該承擔什么責任呢?
最可憐的是購房者,房子爛尾了,還要還貸款。
買菜都要一手交錢一手交貨。那房子爛尾了,不應該停止交貸款嗎?而且之前交的首付和貸款應該還給購房者才對,因為貨物沒有了。
我最大的一個疑問也是最重要的疑問,既然房產公司造房子沒有錢,為什么房產公司不自己直接跟銀行借錢,把房子造好了,現房賣給購房者呢?
因為,這樣購房者還可以檢查房子的質量,質量好就買、不好就不買,還促進房產公司保證房子質量,互相競爭,造出更好的房子。
為什么要讓購房者從銀行借錢給房產公司,造好了再賣給自己?房子爛尾怎么辦?房子質量不好怎么辦?購房者的權利怎么保證?
那么當初沒有人提出這些問題嗎?還是怎么回事呢?
有人也許會說,你這是事后諸葛亮、馬后炮。
那好,我們現在不應該檢討要不要修改這個預售制嗎?檢討了嗎?什么時候檢討呢?
讓房產公司直接跟銀行借錢,造好了房子賣給購房者,房產公司再把錢還給銀行。其他企業也是這樣吧?比如,造汽車的,造手機的,應該都是自己跟銀行借錢造汽車、手機賣出去,不會讓買手機的買汽車的跟銀行借錢吧?就算讓購買者貸款,至少還有汽車、手機實物在,有實物抵押的。房子預售制,有的只是圈了個地就開始賣了。
那么提出房產預售制的、討論房產預售制的、批準房產預售制的專家沒有想到嗎?沒有我聰明嗎?沒有我厲害嗎?顯然不是,那是什么回事呢?
2、許公子那么多錢是怎么弄到國外的
聽說個人出國,最多只能攜帶20000元現金,那許公子弄到國外到底多少錢?查清楚了嗎?肯定不止20000元吧?那么怎么弄出去的,銀行有沒有責任?承擔多少責任?要不要對購房者賠償?
3、最后,我在想,許公子潰敗了2.5萬億,僅僅是許公子一個人的問題嗎?僅僅是許公子人品問題嗎?
這個事情必須給那么多可憐的購房者一個交代。
就算亡羊補牢,那也要亡羊補牢吧。

My biggest question is also the most important question, since the real estate company to build a house without money, why the real estate company does not directly borrow money from the bank, the house built, the existing house sold to the buyers?
Because, so buyers can also check the quality of the house, the quality is good to buy, bad not to buy, but also promote real estate companies to ensure the quality of the house, compete with each other, build a better house.
Why should let the home buyer borrow money from the bank to the real estate company, built good and then sell to oneself? How about the house rot? How about the poor quality of the house? How to guarantee the rights of home buyers?
So no one ever raised these questions? Or what is going on?
Some people may say that you are thinking in hindsight.
Well, shouldn't we review whether to modify the pre-sale system now? Have you reviewed it? When will we review it?
Let the real estate company directly borrow money from the bank, build a good house to sell to the buyers, the real estate company to return the money to the bank. Is it the same for other companies? For example, those who build cars and mobile phones should borrow money from the bank to build cars and sell their mobile phones. They will not let those who buy mobile phone cars borrow money from the bank,right? Even if the buyer loan, at least there is a car, mobile phone in the physical, there is a physical mortgage.
